Analysis of Trends in Health Promotion and Community Empowerment Budgets in the Program to Accelerate the Reduction of Stunting in Indonesia

This study aimed to analyze the trend of health promotion and community empowerment budget allocation in the acceleration of stunting reduction program in Indonesia during 2022–2024. A descriptive quantitative method with document analysis was employed using secondary data from the Ministry of Health financial reports. The data were analyzed by examining budget allocation, realization, and absorption trends, as well as the variation of implemented programs over time. The results showed that budget allocation declined continuously from IDR 36,497,120,000 in 2022 to IDR 16,447,862,000 in 2023 and IDR 14,857,364,000 in 2024. Budget realization also decreased from IDR 31,606,077,000 in 2022 to IDR 15,131,459,844 in 2023 and IDR 12,340,060,390 in 2024. Although the gap between allocation and realization remained relatively small, indicating fairly effective planning, the declining allocation suggests a reduced prioritization of promotive-preventive financing. Budget absorption reached 92% in 2023 and declined to 83.06% in 2024. In addition, program variations became narrower in 2024 compared with 2022. These findings indicate that while budget execution was relatively efficient, the downward trend in budget allocation may limit the long-term effectiveness and equity of health promotion interventions in supporting stunting reduction
